There are many ways to make animations, but the tutorials I'm going to have here will show how it's done in the "old-fashioned" way. In other words: the stuff drawn with hand on paper (except the coloring and a little editing using Adobe, of course). But anyway. There's many kinds of software out there that makes the animations for you (such 3D animation programs and such). I've got zero knowledge in this, so if you're interesting in it you've got to find out something about it yourself.
Anyway. What you need is of course drawing tools (paper, pen...) A good sketch book is nice to have, especially those where you can flap the papers over each other (so you can see the animation).
When it comes to composing the drawings together into animations, you need some software that can do this. I know that Windows XP has a "Windows Movie Maker" included. And if you want to make gif's, there are many programs, like for example Adobe Image Ready.
